Doctor by the Universidade de Santiago de Compostela with the thesis Demografía e estructuras agrarias análise da dinámica demográfica e das mudancas nas estructuras fundiarias da agricultura galega 1950/1993 1994. Supervised by Dr. Xosé Manuel Beiras Torrado.

PhD in Economics (1994) from the University of Santiago de Compostela (USC), with Special Award for the best PhD. Since 1985 he has developed his activity in the Department of Applied Economics of the USC, where since 1996 he is Associate Professor. From 1999 to 2005 he was Director of the Institute of Studies and Development of Galicia (IDEGA). Between August 2005 and April 2009 he held the position of Director-General of Rural Development in the Regional Government of Galicia. Since March 2017 he is Head of the Department of Applied Economics at USC. His research focus on agricultural economics and agricultural policies, with special attention to the dynamics of farm structures and land mobility, rural development and regional economics. He has been involved in 30 competitive research projects (international, national and regional), and more than 50 contracts with private entities and public institutions (including European Commission, Inter-American Development Bank, IICA, Assembly of the Republic of Portugal and the Ministry of Agriculture of Spain). He has published 28 peer reviewed papers in international and national journals, 35 books and 40 book chapters. In 1995 he received the XXIII National Award to the best Agricultural, Fisheries and Food Publication, granted by the Spanish Ministry of Agriculture, Fisheries and Food. He is currently head of the ECOAGRASOC research group, recognized as a Competitive Reference Group in the Galician University System. His medium-term scientific interests focus on the analysis of agricultural and rural development policies, the food chain, mobility and abandonment of land and forest fires (in 2017-2018 he was member of the Independent Technical Commission appointed by the Assembly of the Republic of Portugal for the study of the 2017 fires in that country).
