Resumo
The depression and crisis of the late firstdecade of this century have symptoms andeffects beyond the economics and psychology. It´s a crisis of values, trust and models,which inevitably compels organizations to rethink their strategies, commitments and behaviors. The rehabilitation of the trust involves the recovery of the moral values ofaccountability, transparency, clarity, qualityand participation. The combination of thesevalues and creative innovation will emergenew models or traditional recovering reformulated. With these premises as hypothesesare investigated the values of creativity, innovation, quality, transparency, accountability and cyber participation that record digitalmedia services of the twenty major Spanishcities, taking into account the level of transparency in the system and the publication ofLetters of services on their websites.
