Resumo

Abstract Internationalization is a strategic aim for the institutional policy of the universities while they face the present challenges of higher education. By the end of the 80s emerges the need to give an international dimension to all the university functions, therefore teaching, research, academic connections and institutional management start considering their strategies from a new concept of education at this level, as a social public right, a human and universal right and a State duty. Agreement to this statement was reached at the Regional Conference for Higher Education (CRES-Colombia 2008) and at the World Conference for Higher Education (Paris, 2009). This issue was taken up again in several meetings with experts coming from all over the world having a great impact in Latin America, being the challenge to think the university from a regional perspective. Thus in Guadalajara (2010) five central concepts were presented to be considered: "The committed University", "The Forming University", "The efficient University", "The creative and innovating University" and "The University without borders". The latter shows the condition of an internationalized university. The question which gave rise to this thesis linked the three last ideas: creativity, innovation and internationalization: is internationalization a trigger for innovations in the university education in Jujuy? , this was limited to the local University because the other two institutions working in Jujuy have their governments in other provinces and they are responsible for their policies. The main target was to study the scope of innovations introduced in the National University of Jujuy through the internationalization phenomenon, registering them in the national, regional and world framework. In order to reach it, the following particular targets were defined: Which are the aspects that determine University internationalization Critically redefine the conceptual frameworks guiding the university internationalization processes. Which are the correct instruments to choose in order to study this phenomenon Deepening the aspects that are involved in the political definition of the internationalization processes in the UNJu. Consideration and giving value to the innovative characteristics of the internationalization processes in the UNJu. The registration of the theoretical development and the situation in the UNJu are presented in five chapters: 1.- Present University 2.- The meanings of internationalization 3.- Internationalization in the world, Latin America and Argentina 4.- Innovation in the University 5.- Internationalization in the Universidad Nacional de Jujuy (National University of Jujuy) The study was made using a qualitative methodology, from an interpretative aspect. The bibliographic revision allowed me to make a sound work basis, with reference to primary sources like University documents, its Statute, Resolutions, Meeting Minutes and minutes of academic national and international meetings. It was also finished with available data provided by the area of International Relations, among other university departments. As to the chosen indicators, they were taken from the document which was agreed among the Argentine Universities in the frame of the National Interuniversity Council- It was also an important issue, the work of students and professors having a scholarship. In the Conclusion the concepts that gave rise to the origin of the proposal are articulated: internationalization and innovation, following the theoretical developments shown in the different chapters and located in the space: Universidad Nacional de Jujuy.
