Abstract

Galicia is a territory with a strong development of wind energy. The installation of wind farms took place rapidly, affecting environmentally relevant areas. This fact is especially important in the case of the Serra do Xistral, an area that is part of the Natura 2000 Network and has priority habitats, especially those related to peatlands. This paper analyzes, from the framework of energy justice, the process of wind power development in this natural area, emphasizing in two components of the analytical framework: procedural justice and distributive justice. Thus, the work identifies and characterizes the wind farms located within the protected area the protected area, studies the procedures and public participation in the environmental assessments of the wind farms projected within the Serra do Xistral and discusses the environmental implications of the public policies in the development of wind farms in Natura Network.
