Resumo

The LEADER Programme has at this point in time two decades of active presence in certain European rural areas such as A Limia and A Baixa Limia districts, located in Southern Galicia. This paper aims to analyse the development of this Programme faced with the statistical verification of its ineffectiveness to respond to demographic decline in the area. This goal is achieved through a qualitative research approach that aims to give voice to the stakeholders. The obtained results show that the LEADER Programme «theoretical» principles are not observed in its implementation in the area. Moreover, the interviewees concur critically that LEADER has been obsessively devoted to the tourism industry, a direction that is judged as inadequate.
