Abstract

This thesis analyzes the management models of solid waste generated by human beings and the intervention of ministries, municipalities and other governmental entities through efforts in reduction, recycling, reuse, reprocessing, transformation and disposal. Chapter 1 is a bibliographic review in which the existing problems in the last decades in waste generation and the evolution of environmental policy are analyzed, identifying the existing problems in the control and management of waste. Chapter 2 develops the analysis of solid urban waste management in Europe, detailing aspects relevant to reduction, reuse and recycling, as well as the policies and objectives applied to the European Union and how their evolution has favored recycling and reuse processes. In the same way, the basic norms used for general waste, hazardous waste and border waste transfer are considered, being the community legislation that contributes to the efficiency of the management. Chapter 3 analyzes the urban solid waste management model in the province of El Oro, Ecuador, where there are fourteen municipalities, whose organic and non-organic wastes require the application of controls to improve their management, identifying compliance with the current regulatory framework.
