Abstract

The present document reports a review of the scientific literature about human resource management and strategic organisational planning, aimed at identifying base elements supporting the development of this topic in public entities, emphasising Colombian ones. It also gives a detailed review of three central aspects which are taken into account in most existing models regarding the strategic planning of human resources: organisational culture, leadership and compensation systems. A mention is made concerning the use of information and communication technologies (ICT) in strategic planning as one of the topics which has aroused the greatest interest in the current literature regarding this topic.
