Resumen
Inter-regional law is a necessary instrument for the correct articulation of the Spanish civil law plurality. Just like the rest of the legal system, interregional law shall be formally and substantially subject to the requirements of the Spanish Constitution. The most obvious constitutional requirement is the exclusive competence of the State legislature to draw up rules of inter-regional law. Regional legislators can neither establish rules of interregional law, nor define the elements of these rules. Today it can be stated without any doubt that the State legislature has not built a sufficient and effective interregional law system. There is no express mention in the Spanish Constitution on the existence and content of interregional law, so the responsibility of the state legislator for this situation is not sufficiently clear, but, in fact, it does exist.
