Resumo
After an introduction in which we offer a brief description of the relationship between public spending and growth, we discuss how the public policies in which spending is involved may have an impact on the growth of the Region of North Portugal, a country which is immersed in a severe process of budgetary consolidation. The European funds, which the Portuguese negotiators handled well, may work together with domestic financing to foment regional policy, which territorial agents want less centralised. The status of Euroregion, incorporating Galicia into the analysis, shows above all the institutional imbalance between both realities.
