Resumo

This article tries to relate the hazardous process towards the Munich meeting, where it was tried to visualize the unity of action of the opposition to Francoism. Democracy: the objective. Europe: the solution. Madariaga was the key person. But the localized correspondence between the triangle formed by the Galician, Llopis and Gil Robles, reveals their difficulties. We will observe the reaction of the Dictatorship to the effects of this meeting, which they considered an attack against one of their most precious objectives: the entry into the European market. The management of the Franco regime took shape in the combination of strong foreign diplomatic pressure and a hard reaction against his assistants, as well as changes in the Ministerial Cabinet to take care of its future in Europe. For Madariaga it represented the culmination of a long-cherished project, but also the beginning of a new path to democracy with the participation of the regime itself.
