Abstract

In the frame of the concept of Water Security for the population, one of the most important dimensions is the supply of drinking water. In the Province of Santa Fe (Argentina) this service is provided in a significant portion of the territory by Cooperatives and local Governments, constituting small and medium-sized enterprises. These institutions carry out this task with strong institutional limitations that condition their technical, economic and environmental performance. That is why it is intended to determine the level of Water Security in the aforementioned Province of Santa Fe, regarding the supply of drinking water for these small and medium-sized providers and to mark the lines of action in order to bring them to a level of Institutional Capacity that strengthens them for the achievement of the SDGs, in particular the 6th and in a real framework of Water Governance. To this end, an own model was developed with which the inter-institutional relations scheme in the system between public and private actors is exposed, characterizing the management of the service in terms of its environmental, technical and economic sustainability, identifying the deficits and institutional capacities responsible for this in the providers and finally pointing out the emerging lines of action that contribute to improving Water Security related to the supply of drinking water, in order to meet the SDG6.
