The subject of analysis is on the involvement of citizens in the administrative function through two channels generally postulates, namely, procedural or supervised participation (under the administrative procedure to adjudication or rulemaking) and the organic participation, through the incorporation of the individual or associate citizen, through their representatives, in an organ, usually referee, member of the centralized or decentralized administrative structure, taking part and expression of the state will.
