Zusammenfassung

Within a context which is hugely conditioned by the impact of new information and communications technology and the emergence of what has been called the knowledge society, this proposal puts forward a system to detect training needs for public employees, designed and tested within a Spanish regional administration. A focus on the duties and responsibilities of civil servants within the main public management tendencies around the world and the universal nature of the methodological approach are the key areas of this study.
