Abstract

This paper analyzes and defends the usefulness of qualitative methodology in social research as a way to evaluate the results of governmental actions as well as their perception by citizens. It demonstrates that quantitative approaches show important shortcomings that must be corrected if we wish to acquire knowledge from more complete and more diverse object of study. Qualitative methodology is shown to be a very useful tool both for the public management and especially, the analysis of the different stages of public policy.
