Resumo
The integrated pollution prevention and control policy initiated by the European Union within the framework of the Fifth Environment Programme with the publication of Directive 96/61/EC has had a number of implications for how environmental issues are addressed, both by industrial and agricultural facilities within its scope and by the competent administrative body. The transposition of the IPPC Directive into Spanish law through Law 16/2002 requires all facilities within its scope to obtain an Integrated Environmental Authorization (IEA). This has necessitated the design of an administrative procedure that integrates all existing procedures. This paper describes how the integrated pollution prevention and control policy has been implemented in Galicia, focusing on the application and granting process for the Integrated Environmental Authorization.
