Abstract
The aim of this paper is to analyse the utilisation of Public-Private Partnerships for the development of infrastructures and public services. Having established private-public collaboration within the different financing possibilities, this work deals with the altematives usually employed by the govemment in arder to support those proyects of public interest that cannot be carried out by the prívate sector itself. In this way, a crucial point is control of the private partner return. A new system of public support is proposed based on current subsidies, which will also facilitate the attainment of a new system of profitability control which will be known as fixed return
