Las formas y tipos de gestión de las competencias de los gobiernos locales en Galiciala dinámica de la gobernanza y el marco de las políticas públicas

Abstract

With this investigation we set out to approach an analysis of the performance of the forms and types of the local competences. Therefore, it deals with the activities and local public services at different levels: compulsories (minimal) and voluntaries. The article's development follows this content: a) the context within which this competences are fulfilled, like municipal territorial division, the economic resources, the local Government's personnel and the incorporation of Information and Communication Technologies (ICTs) in the local management; b) supply and production of local public services; c) forms and types of management of the local competences; d) the impact of the local competences' and services' fulfillment of the Acordo (Agreement) of the Pacto Local (local pact at January 20th, 2006) between the Xunta de Galicia (Galicia's government) and the FEGAMP (Galician Federation of Municipalities and Provinces); and e) social capital, associative networks and local participation.
