Abstract

This paper has a number of goals: 1) introducing structured behavioral interview as a very appropriate tool for personnel selection in organizations whether public or private; 2) describing the implementation process of structured behavioral interviews in the General Administration of the Basque Country, showing how tools that have been developed for the private sector can also be used in public organizations without detriment to quality nor to procedural warranties; and 3) reporting evidence one year after about reliability of interviewers and interview process carried out in the Basque Country General Administration. Two meta-analyses were carried out with results of research about 20 different interview designs. Evidence suggests that interviewer reliability using structured behavioral interview is .83 and reliability of interviewer panel (3 or 4) is .93. These findings go far beyond those of prior research. Implications for personnel selection practice in the public administration are discussed.
