Abstract

The current Common Fisheries Policy combines sectoral and territorial development elements based on the transfer of the LEAD ER method to coastal areas and the creation ofFisheries LocalAction Groups (FLAGs). Por the first time, a model that reflects the particularities of the local level and the proposals articulated from the European coastal communities is promoted. Community-Led Local Development (CLLD) allows the association of local actors who share objectives and design strategies in specific geographical areas. However, the role of FLAGs has depended to a large extent on the territorial system in which they carry out their activities and on the characteristics of the governance process in which they are embedded. The flexibility of the model accepted both criteria for the selection oflocally negotiated fisheries areas and controlled formulas for the exact delimitation of zones by regional administrations. This paper critically examines the diversity of approaches adopted by the Spanish Atlantic FLAGs, their limitations and challenges, through the comparative analysis of four case studies, in Cantabria, Asturias, Galicia and Andalusia. Specifically, the following research questions are addressed: (i) what types of FLAG strategies and territorial models of local development can be identified?; and (ii), bearing in mind that many fishing areas are found in rural areas, what opportunities exist for CLLD connection and cooperation -more comprehensive and multi-funded strategies?
