Doctor by the Universidade de Santiago de Compostela with the thesis Análisis organizativo de la administración de una comunidad autónoma Xunta de Galicia 1982-1997 1999. Supervised by Dr. Ramón Máiz Suárez.

PhD in Political Science and Public Administration and Associate Professor at the University of Santiago de Compostela (USC). He is currently Dean of the Faculty of Political and Social Sciences at USC. He has been a visiting scholar at the Goldman School of Public Policy (University of California - Berkeley) and previously at the Università degli Studi di Bologna (Italy) and at the IIM, London School of Economics and Political Science (UK). He has been extensively involved in research projects on digital inclusion, institutional development and change, leadership development and gender policy. His teaching and research, carried out in more than a dozen universities in Latin America and Central Asia, has dealt with focused on different areas of public management. He currently focuses his research in the area of digital government and, in particular, in exploring the impact of the impact of ICT on public management processes
